I am happy to announce that the agency has received its long awaited name change to the New York State Division of Veterans' Services!

But wait! There is more good news! we are excited to be hosting our 2nd Annual Celebration of Military Children in New York as April is the Month of the Military Child.If you would like to participate or just help spread the word, please check out the flyer attached for our 2nd Annual celebration taking place on April 17th in Albany, NY.

In June, we will have a Women Veterans Art Exhibit at the Empire State Plaza in Albany, NY where Women Veterans will showcase their masterpieces. There is also a flyer attached with information on how to participate.

I would like to take this opportunity to thank all DVS staff for a wonderful response and putting in a herculean effort to honor and welcome home our Vietnam Veterans on Friday March 29th. In total, DVS staff attended or participated in over 35 events across the state!

The impact of the work you all do is felt not only every time we assist a Veteran or family member in our offices, but every time we go out into our communities and reach out to those we are here to help. With this in mind, I would like to share an email I received from one of our staff members. Thank you very much for your continued service to Veterans and their families.

“I haven't taken the time to thank you recently, Joel and Benjamin, for hiring me and allowing me to be a part of NYS DVS.

This morning, I took part in the reading of the names of the 1,741 NYC men and women who fell during the Vietnam War. The reading of the names was part of three commemorative events taking place in NYC for Vietnam Veterans Day on Saturday, March 23.

Upon entering the Church of Our Lady of the Rosary (Lower Manhattan across from Battery Park) where the ceremony was to take place, I noticed a woman, maybe 50 to 55-years-old, sitting by herself holding a military issue camo jacket in her lap. I sat next to her and offered one of the Vietnam lapel pins DVS personnel were given to distribute. This seemed to move her and she reached into the pocket of the camo jacket she was holding and pulled-out a Mass Card with a picture of a young man in his Army uniform. She said, ‘I haven't gone into the pockets of this coat for eleven years. Not until this morning and I found this card. It's my son. He was killed in Afghanistan eleven years ago. He was 18. Would you like to have it?’

Of course, I took the card and told her I was honored to have it. It was then my turn to read a hundred names of the fallen and I moved to another part of the church. But I kept thinking about the mother I had just met. After the ceremony, I approached the woman again and told her that I had five children and they would all know her son's name. I also said my youngest child was only three-years-old and that meant her son’s name would live and stay with my daughter for at least, God willing, another 97 years.

I’m so grateful to be a part of our Division. I've never been involved in any work that has meant more to me. As I write this, I'm so extremely grateful to the two of you. It's an honor and a privilege. I wish you all good things.”

VETERANS AND NEW YORK'S CIVIL SERVICE SYSTEM

“The State Division of Veterans’ Services always encourages Veterans to pursue a career in State Service after they return home to New York. To encourage Veterans to enter State Service, New

York State offers some important advantages to Veterans in the Civil Service system.

Wartime Veterans who were discharged under honorable conditions are eligible to receive extra points on their Civil Service Exams. Adding these extra points to a Veteran’s exam score can

significantly improve that Veteran’s standing on an eligible list for a Civil Service position.

The biggest mistake that Veteran make is assuming that they are not wartime Veterans if they did not serve in a combat zone. A “wartime Veteran” is any Veteran who served on active duty for at least one day during a period when the United States was at war, regardless of where in the world

that service took place.

Here are the dates that qualify as “wartime eras”:

Any wartime Veteran discharged under honorable conditions is eligible to receive an additional 5 points on a Civil Service Exam for an open-competitive position or an additional 2.5 points on a

Civil Service Exam for a promotional position.

Any wartime Veteran discharged under honorable conditions and receiving at least a 10% disability compensation rating from the United States Department of Veterans Affairs (VA) is eligible to receive an additional 10 points on a Civil Service Exam for an open-competitive

position or an additional 5 points on a Civil Service Exam for a promotional position.

VETERANS AND NEW YORK'S CIVIL SERVICE SYSTEM

Typically, these extra credits can be applied toward only one Civil Service Exam score. However, if a wartime Veteran receives extra points on a Civil Service Exam, and then subsequently receives a disability compensation rating of at least 10% from the VA, that Veteran may receive some extra credits on a later Civil Service Exam. Article 5, Section 6 of the New York State Constitution allows Veterans in this situation to receive an additional grant of credits equal to the difference between

the number of extra credits available and number of extra credits already received.

For example, let’s say that a wartime Veteran used 5 extra points toward an exam for an open- competitive position. Six months later, that same Veteran receives a disability compensation rating of 10% from the VA. That Veteran can now use an additional 5 extra points (subtracting the 5 extra points that the Veteran already used on the prior exam from the 10 total available extra

points for a Veteran with a rating of at least 10%) on a new Civil Service Exam for an open- competitive position.

To all wartime Veterans who are interested in a public service career, please remember that these extra credits on Civil Service Exams are available to you. We look forward to you joining us in

U.S. VA Considers Recognizing New Agent Orange Presumptives

According to testimony given before the Senate Veterans Affairs Committee by the VA's Dr. Richard Stone, the four conditions that the VA is considering recognizing as presumptives are bladder cancer, hypothyroidism, hypertension, and Parkinson's-like symptoms.

However, all of these conditions (especially hypertension) are rather commonplace in older adults, even if without facing exposure to Agent Orange. The VA therefore must decide whether the prevalence of these conditions among older individuals who were exposed to Agent Orange is significantly higher than the prevalence of these conditions among non- exposed older individuals.

The VA set a "soft deadline" of 90 days to make a decision regarding these four conditions.

Choose one of two upcoming trips to join outings leader Aaron Leonard as we explore Harriman State Park, a 47,000-acre park accessible by bus and train from NYC. The Backpacking from NYC series of outings are designed as low mileage, easy to moderate in difficulty backpacking trips perfect for beginners but also fun for experienced hikers. We will show you how to access Harriman State Park using public transportation and teach:

• How to keep your pack weight low

• Choosing the right shoes, clothing, and gear so you don’t waste $$

• How to properly fit and pack a backpack

• Navigating to and selecting camp sites

• Pitching your tent so you can stay warm, dry, and comfortable

• Running a backcountry kitchen to create awesome meals in the woods

• Finding and purifying water

• Preventing soil erosion and other leave no trace practices

19-21 April Backpacking from NYC I. Our first outing in the Backpacking from NYC series. During this outing we will explore Harriman State Park from the Tuxedo stop off the Metro-North Port Jervis line. The purpose of this outing is to become comfortable with accessing Harriman State Park from NYC using public transportation, learning how to safely explore the wilderness for three days while carrying everything you need to stay comfortable on your back, and to make new friends. Perfect for beginners and experienced backpackers, you don’t have to be a veteran to apply. A full outing description with packing list will be provided upon your selection to attend. Backpacking gear is available for loan at no cost, food is provided.

3-5 May Backpacking from NYC II. Our second outing in the series, we will once again explore Harriman State Park from the Tuxedo stop. This is a repeat of our first trip.
